Phillip Wise was born in March 1951, in Americus Georgia. He received a B.S. in Industrial Management from Georgia Tech in 1973. Wise worked as volunteer in Jimmy Carter's 1966 and 1970 gubernatorial campaigns, and worked in the Governor Carter's administration in the Georgia Intern Program, 1973 to 1974.
